基于社会关系分析法的城市贫困母亲再就业服务研究——以泉州市妇联再就业服务为例

摘　　要：以泉州市妇联为个案,运用社会关系分析法,探究国家、市场、社区及家庭四种制度的动态运作对城市贫困母亲再就业服务的影响。研究发现,城市贫困母亲的再就业服务在一定程度上缓解了信息不对称、市场失灵等问题,但由于再就业服务的干预不足,这四种制度对城市贫困母亲的再就业和社会融入的影响呈现出一种动态的交叉互动状态,直接导致城市贫困母亲在机会获取、需求满足、社会权利要求等方面受到不公正的对待。应推动相关立法和社会保障制度的建立和完善、借助公益性岗位弥补市场调节的不足、完善城市贫困母亲的社区服务救助体系、建立城市贫困母亲的心理援助机制,以提升城市贫困母亲再就业服务的全面性和针对性,最终达到精准帮扶的目的。With Quanzhou Women＇s Federation as a case,the social relationship analytic method is used to explore the impact of the dynamic operation of four systems of state,market,community and family on the reemployment service of urban poor mothers.The study found that the reemployment service of urban poor mothers alleviated the problems of information asymmetry and market failure to some extent.However,due to the lack of intervention in reemployment services,the four systems had a dynamic and interdynamic state of influence on the reemployment and social integration of urban poor mothers,which directly led to the unfair treatment of urban poor mothers in terms of opportunity acquisition,demand satisfaction,and social right requirements.We should promote the establishment and improvement of relevant legislation and social security system,make up for the shortage of market adjustment with the help of public welfare posts,improve the community service assistance system of urban poor mothers,and establish psychological aid mechanism of urban poor mothers in order to enhance the comprehensiveness and pertinence of urban poor mothers＇ reemployment service,and finally achieve the goal of precise assistance.
