城市危险化学品重大危险源现状及对策研究

摘　　要：为保障城市安全发展运行,统计分析城市危险化学品重大危险源级别分布、行业分布、安全生产标准化建设和安全设施配备等现状,研究危险化学品重大危险源安全监管过程中存在的重大危险源分布不合理、档案材料不完善、安全生产标准化建设不到位及安全控制措施不完善等问题,提出合理调整产业安全发展布局、提升安全生产规划重要性并建立区域安全风险容量控制体系、完善危险化学品重大危险源档案、落实企业安全生产标准化工作常态化、进一步推进重大危险源安全监测监控体系建设等对策建议。通过对策措施的实施,有助于提升重大危险源安全管理水平,有效遏制重特大事故的发生。In order to ensure the city operated and developed safely,statistical analyzed the status of grade distribution,industry distribution,safety management and installation of safety facilities in major hazards of dangerous chemicals,it researched the questions in the management of major hazards of dangerous chemicals,such as geographical distribution of major hazards of dangerous chemicals is unreasonable,archives have faultiness,construction of safety standardization is not in place,and safety facilities are backward and faulty. It presented a series of proposals,the proposals include： adjusted the industry distribution reasonably,enhanced the importance of safety production planning and established a capacity control system for regional safety risk,improved files of major hazards of dangerous chemicals,implemented construction of safety standardization normally,further advanced construction of monitoring and control system in major hazards of dangerous chemicals. The implementation of countermeasures will help improve the safety management level of major hazards of dangerous chemicals and effectively curb the occurrence of major accidents.
