摘　　要：面对着能源短缺和环境污染等问题,新能源的开发是世界各国持续关注的重点问题。其中太阳能以其资源分布广泛、安全性高、更可靠等优势被划分为能源战略的重中之重,太阳能光伏产业也成为我国的新兴战略产业之一,被广泛应用于产业扶贫等项目。本文以精准扶贫为视角,通过博弈分析、进化稳定策略等研究了我国光伏产业在扶贫过程中遇到的实践困境,发现存在政府政策监管不足、产能过剩、贫困户内生动力不足等问题,而现有化解对策多忽视了政府、光伏产业和贫困户的协同推进。因此,需推行政府精准施策、光伏产业技术管理创新及"扶贫+扶智+扶志"的综合性帮扶措施,多维度提高光伏产业扶贫开发的实效性,共同推进我国扶贫事业和新能源事业的发展。In the face of energy shortage and environmental pollution,the development of new energy is a key issue that countries around the world continue to pay attention to. Among them,solar energy is divided into the top priority of energy strategy with its advantages of wide resource distribution,high security and more reliable,the solar PV industry has also become one of the new strategic industries in China and is widely used in industrial poverty alleviation and other projects. From the perspective of precision poverty alleviation,this paper studies the practical difficulties encountered by China’s photovoltaic industry in poverty alleviation through game analysis and evolutionary stability strategy. We find that there are problems such as insufficient government policy supervision,excess production capacity and insufficient endogenous power of poor households. However,most of the existing solutions ignore the coordinated promotion of government,photovoltaic industry and poor households. Therefore,it is necessary to carry out precise government policy,photovoltaic industry technology management innovation and the comprehensive help measures of＂poverty alleviation＋supporting wisdom＋supporting ambition＂,it will improve the effectiveness of the poverty alleviation and development of the photovoltaic industry in many dimensions and jointly promote the development of poverty alleviation and new energy industry in China.
