摘　　要：作为具备要素优化配置功能的城市群,在理论上能实现环境、资源与经济的协调发展。以武汉城市圈为例,考察武汉城市圈的协调发展程度,识别促进协调发展的动力因子,研究发现:虽然武汉城市圈建设在一定程度上促进了环境、资源与经济协调发展水平,但是其优化环境、资源配置的作用仍未完全激发出来;推进企业治理是实现环境、资源与经济协调发展的最大动力,一方面需要继续加大企业研发投入,另一方面需要提升对外开放水平,引入国外先进技术;形成三方共治体系是实现环境、资源与经济协调发展的根本途径,武汉城市圈仍未充分发挥出对环境、资源的优化配置作用,究其原因还是未能释放出政府、公众治理的活力。As the city circle with the function of optimizing elements allocation it can realize the coordinated development of environment, resources and economy theoretically. Taking the Wuhan city circle as an example, by inspecting the degree of coordinated development and identifying the factors of promoting the coordinated development it is found that： Although Wuhan city circle improves the level of coordinated development of environment, resources and economy, the function of optimizing the allocation function of environment and resources could not be motivated; Promoting corporation governance is the maximum power to realize the coordinated development of environment, resources and economy. On the one hand it is necessary to increase the input of enterprise RD, on the other hand, it is necessary to raise the level of opening the door to bring in the advanced technology outside; It is the basic solution to form a tripartite system to realize the coordinated development of environment, resources and economy, Wuhan city circle has not fully played the role of optimizing the allocation of environment and resources, The reason is that the vitality of government and public governance could not be released.
