研编《标准化能力评价技术导则》的几点思考

摘　　要：《标准化法》指出:"标准包括国家标准、行业标准、地方标准和团体标准、企业标准"。企业和团体标准化是国家标准体系的重要组成部分。以编制《标准化能力评价技术导则》为背景,通过对全国多个地区的工程建设企业和社会团体的调研,就企业标准化能力评价、团体标准化能力评价、评价结果、复核与改进等方面给出建议,为《标准化能力评价技术导则》的编制提供技术支撑。《标准化能力评价技术导则》的编制将填补我国对企业和团体标准化能力评价的空白,对推动企业与社团标准化发展有重要意义。The Standardization Law states:Standards include national standards, industry standards, local standards & corporate standards,and corporate standards. Enterprise & group standardization is an important part of the national standard system. With the preparation of Technical Guidelines for Evaluation of Standardization Ability as the background, through investigations of engineering construction companies & social organizations in various regions of the country,some suggestions are proposed on assessments of enterprises' standardization capabilities, group standardization capabilities, evaluation results,reviews & improvements, etc. These proposals can provide technical support for the preparation of Technical Guidel ines for Evaluat ion of Standardization Ability. The preparation of Technical Guidelines for Evaluation of Standardization Ability will fill gaps in the assessment of the standardization capabilities of enterprises & organizations in China,and will be of great significance in promoting the standardization of enterprises & associations.
