复杂性思维视域下“一带一路”建设研究

摘　　要：复杂性思维为推进"一带一路"建设提供了重要思想基础。共建"一带一路"所具有的社会环境复杂性、参与建设的主体复杂性、运行机制复杂性三者共同揭示了"一带一路"建设具有复杂性系统特征。而其复杂性特征决定其发展过程的曲折性,并非单一的理论可引导实践操作。从复杂性思维内蕴的控制论、系统论、信息论角度出发,构建"一带一路"建设的复杂性管理模式的评价体系,是结合"一带一路"建设的历史性与新时期发展特性的创造性思考,提出准确有效的三个基于策略,利用理论科学性引导实践严谨性,对中国与其他民族国家共同推进"一带一路"建设,提高"一带一路"建设的整体运行水平具有重要现实意义。Complexity thinking provides an important ideological foundation for the development of the Belt and Road Initiative. The complexity of the social environment, the participation in the construction and the operation mechanism in building the Belt and Road Initiative together reveal that the construction of the Belt and Road Initiative has the characteristics of a complex system. However,its complexity determines the curve of its development,and it is not a single theory to guide practice. From the perspective of cybernetics,system theory and information theory,the construction of the complexity management model in the Initiative is based on the creative thinking of the history and features in new era.To combine development features in the construction, to provide precise and effective three ＂based-on＇strategies and to use theoretic thinking in guiding practice are of great practical significance for China and other countries to promote the construction of the Belt and Road Innitive and improve the overall operation level in the construction.
