朝核问题困局中的美国因素

摘　　要：朝核问题困局表现在三个方面,分别是:美国拒签和平协定与朝鲜拥核自保相互加强的死结,美国强硬施压制裁与朝鲜超强硬回应的恶性循环,美国与朝鲜谁先采取行动打破僵局的难题。美国对朝核困局的形成、演变乃至固化负有不可推卸的责任。在朝鲜半岛仍然存在冷战格局、北南实力失衡的情况下,美国对朝鲜推行强硬的敌视政策,加之布什政府单边主义对外政策和奥巴马政府"战略忍耐"政策的消极后果,加剧了朝鲜的不安全感,致使朝核问题形成困局并逐步固化。由于美国难以改变对朝敌视政策,对朝制裁难以奏效,武力解决不符合各方利益以及美国国内因素的牵制,朝核问题困局短期内难以化解。There are three aspects of the predicament of North Korean nuclear issues： the deadlock formed by America＇s refusal to sign peace agreement with North Korea and the latter ＇s appeal for nuclear weapons to protect itself; the vicious circle caused by America＇s highhanded sanctions and North Korea＇s tough reactions;the unwillingness of the two sides to take actions to break the deadlock first. It is America who takes compelling obligations in the course of forming,developing and solidifying that predicament. In an environment of cold war still existing in Korea Peninsula and the strength between North and South Koreas losing balance,the USA insists on pushing forward tough and hostile policies against North Korea,including Bush Administration＇s unilateralism in foreign policies and Obama＇s strategic patience,which caused negative outcome,aggravating North Korea＇s sense of insecurity. All these factors precipitate the formation and gradual solidification of the predicament of North Korean unclear issues. Such predicament can not be resolved within a short period of time so long as USA refuses to change its hostile policies against North Korea,the sanctions imposed on North Korea don＇t work as desired,the use of force is against the interests of all the parties involved and the present administration of USA is constrained by various domestic factors in taking actions.
