和谐拆迁:苏州经验与启示——基于苏州相城经济开发区拆迁实践的调研

摘　　要：基于苏州相城经济开发区征拆实践的田野调研发现,当地拆迁不仅成本低,关键是效率高且恶性事件少,可谓和谐拆迁。其工作成效来自于当地征拆实践中的"规划先行,预征预拆""政策到位,广泛宣讲""市场化评估,公平补偿""多方协商,适度均衡"和"抽签洽谈,限时签约"五步曲。模式的适用性来自于条件的适用性,具体操作中其他地区显然不可能照搬苏州做法,但其公正、合理、透明且兼具统一性和回应性的拆迁安置补偿政策、组织化的拆迁队伍、引入第三方评估、饥饿拆迁、管钱又管房等经验做法,值得其他地区认真学习。此外,强公共性的土地开发秩序下,群众得利益、地方有发展、国家增认同的新苏南模式值得挖掘。Based on the field research of Suzhou Xiangcheng Economic Development Zone, the local demolition is not only low cost, but also the key is efficient and vicious events.
