摘　　要：高陂水利枢纽是2015年国务院部署动工建设的27项重大水利工程之一,也是国家和广东省第一批引进社会资本参与建设运营(PPP)的重大水利试点工程。结合现阶段高陂水库移民长期补偿实施进展,参照大埔县"人多地少"的现状,在传统生产安置方式无法保证移民群众长期土地收益的状况下,总结提出符合现行政策与实际征收耕地长期补偿实践——"高陂模式"长期补偿实践,为创新和实践水库移民长期补偿提供实践经验和技术借鉴。As one of the 27 major water conservancy projects started by the State Council in 2015, Gaobei water conservancy project is also the first PPP pilot project in China. Combined with the current implementation progress of Gaobei reservoir resettlement long-term compensation, with reference to the status quo of ＂more people and less land＂, and based on the fact that the traditional production and resettlement methods cannot guarantee the longterm land income of the local people, this paper summarizes and puts forward the long-term compensation practice of ＂Gaobei model＂, which proves consistent with the current policy and practice, and provides practical experience and technical reference for the practice of reservoir resettlement long-term compensation.
