摘  要:为了优化海事监管资源配置,提高船舶安全监督管理水平,实现船舶监督精准化,通过层次分析法筛选指标,建立了评价指标体系.在此基础上,分析并改进了现有层次分析法(AHP)和数据包络法(DEA)集成方法的不足,建立了基于AHP-DEA方法的船舶监督精准化评价体系,实现了船舶风险程度以及船舶监督优先等级的排序和分类.最后运用改进的AHP-DEA方法进行了案例分析,并将结果与现有的船舶监督评价体系的评价结果作了对比,验证了该方法的有效性和优越性.Due to the limited resources of on-site law enforcement, in order to optimize the allocation of marine regulatory resources and improve the level of ship safety supervision and management in our country, this paper filters the indicators which covered the main factors that affect the safety of ship by analytic hierarchy process, and establishes the evaluation index system. On this basis, the paper analyzes the deficiencies of the existing integration methods of AHP and DEA, improves the integration method and establishes an evaluation system of precise ship supervision based on AHP-DEA method. The case analysis was carried out by this method. The results were compared with those which are based on existing evaluation system of precise ship supervision, which verified the validity and superiority of the proposed method.
