“双一流”建设背景下我国公立高校理事会制度建设探析——加拿大阿尔伯塔大学参议会建设的经验与启示

摘　　要：国家"双一流"建设方案提出要深化高校综合改革,构建社会参与机制,加快中国特色现代大学理事会制度建设,提高大学治理水平,以满足服务社会发展的需求。从形态上看,我国公立高校理事会制度建设尚处于探索发展阶段,而加拿大阿尔伯塔大学参议会发展较早,制度建设完善,实现了共同治理大学与服务大学最高利益的有机统一,在制度设计、人员组成、职责权限等方面均有成熟的建设经验值得借鉴。他山之石,可以攻玉,进入全面深化改革进程的我国公立高校,要完成"双一流"建设的战略任务,构建高校理事会制度,需要完善理事会的法律制度保障、培育理事会多元主体参与治理、落实理事会参与改革职责等,在扬弃发达国家高等教育发展经验的基础上走出一条中国特色之路。The national Double First-Class Initiative was proposed to deepen the comprehensive reform of colleges and universities,construct social participation mechanism and speed up the council system construction of modern universities with Chinese characteristics,so as to improve the level of university governance and serve the interests of social development.The construction of university council in China is still in the initial stage of exploration,while in the University of Alberta,the perfectly developed system has achieved the organic unity of co-governance and serving the highest interests of the university.The mature construction experience in terms of system design,personnel composition,responsibilities and scope of power are worth learning from.In the process of completing the tasks of Double First-Class Initiative and establishing university council system,public colleges and universities need to improve the legal system guarantee for the council,foster the multi-subject participation in governance,put the council＇s participation in reform into practice and form a system with Chinese characteristics on the basis of the higher education development experience in developed countries.
