治安管理基础信息化的问题与对策——以“一标三实”基础信息集中采集为视角

摘　　要：开展"一标三实"基础信息集中采集工作,是一项打基础、利长远的基础工程,是加强和创新动态化信息化条件下治安管理基础工作的迫切需要。要按照"应采尽采、全面覆盖"的原则,通过对实有人口、实有房屋、实有单位和标准地址等基础信息采集录入,摸清辖区"一标三实"底数和基本情况,建立"完整、准确、鲜活"的基础信息数据库,为公安工作和社会管理提供基础支撑。The public basic information collection of ＂one aspect of the standard address and three aspects of the real population, the real house and the real unit＂ which is a foundational project that provides basic and long-term benefits, and it is also an urgent need to enhance and innovate the basic work of public security management under the condition of dynamic informationization. According with the principle of ＂sufficient exploitation and comprehensive coverage＂, through collecting and recording the basic informations of the real population, the real house, the real unit and the standard address, We can find out the base numbers and basic conditions of ＂one aspect of the standard address and three aspects of the real population, the real house and the real unit＂ in jurisdiction, and establish the ＂complete, accurate and fresh＂ basic information databases, in order to provide basic support for public security work and social management.
