社会治理视角下消防治理的特质与困境突破

摘　　要：消防治理作为一种特殊的治理行为,具有天然的预防不足的特质。长期以来消防治理奉行的是一种政府全能主义的管制模式,普遍存在主体意识淡薄、治理方式不规范、宣传教育效果不好、人文精神缺失等问题,致使消防治理的效能受限。必须在准确把握消防治理逻辑的基础上,进一步调整职能、转变目标、优化方式、完善政策、扩展主体,在社会治理思维下加强消防治理的有效性。As a special type of governance behavior, the fire control work has the natural characteristics of risk prevention. The fire control work which has been used in the governance mode of totalitarian government for a long time,the common problems such as the weak sense of subject responsibility, the non-standard methods of governance, the poor effect of publicity and education, and the lack of humanistic spirit, so the effectiveness of fire control work is limited. Based on correctly grasp the logic of fire control work, we should further adjust the functions, change the goals,optimize the methods, improve the policies and expand the subjects, so as to strengthen the effectiveness of fire control work under the thinking of social governance.
