摘　　要：构建语义人名规范文档不仅能达到唯一识别责任者的目的,还能成为网络环境下被其他资源调用的语义数据。当前的语义网技术为网络环境下的规范控制提供了解决思路。文章在调研国内外语义规范控制研究成果的基础上,提出何为语义规范文档,以及构建语义化人名规范文档面临的主要问题及解决方案,包括多种人名标识符共存和它们的互操作问题,人的附加描述属性问题,以及人的语义描述规范问题。Semantic name authority files could not only identify proper persons,but also be retrieved by othernetwork resources. This paper makes an analysis of the limitations of traditional authority files,and proposes thatthe semantic web technology could be a solution for the authority control in the network environment. On the basis offoreign and home researches on semantic normative control,it makes clear the definition of semantic authorityfiles,the problems they faces,especially the coexistence and interoperability of multiple names,and the normsfor human additional attribute description and human semantic description. It also provides some possible solutions.
