澳大利亚国家图书馆《馆藏灾难预案》研究

摘　　要：灾难预案是文献保护灾难管理工作的基础,其文本内容和编制过程是灾难管理的重要体现。澳大利亚国家图书馆的《馆藏灾难预案》诞生于文献保护思想转变和灾难事件影响的背景之下,以"灾难准备及预防政策""灾难应对措施"两部分呈现文献保护灾难管理的四个主要内容:灾前预防、灾难准备、应对抢救和灾后恢复。《馆藏灾难预案》的编制思路反映出澳大利亚国家图书馆进行灾难管理的三个过程:立足工作重点,尽量全面覆盖;细化应对措施,落实人员职责;通过培训提高可行性,及时更新保证可用性。A disaster plan is not only a key part of a library＇ s disaster management, but also the basis of its collection preservation and management. With the development of collection preservation and management ideas, and influenced by the 1966 Flood of Florence, National Library of Australia＇ s Collection Disaster Plan was made in 1986 and has been revised several times later. Its current version consists of Part I Disaster Preparedness and Prevention and Part II Disaster Actions, focusing on four key issues, namely, prevention, preparedness, response and recovery. The compiling of Collection Disaster Plan shows us three important processes of National Library of Australia＇ s disaster management. First, make a full coverage while setting the focus. Second, make specific measures in advance and assign them to individuals. Third, ensure and improve the feasibility of the Plan through timely content updating and constant personnel training.
