美国农作物收入保险规模演变及展望

摘　　要：美国农作物收入保险的产生是受其农业发展环境和农业政策的演变所驱动,同时美国农作物保险运作制度的完善、参与率的提升等为其产生提供了基础条件。美国农作物收入保险的做法充分汲取了加拿大毛收入保险项目的失败教训,其保费规模和覆盖面积在美国农作物保险中均占主导地位,但承保的农作物种类却远低于产量保险。展望未来,中国的农业保险发展需将农作物收入保险作为推动中国农产品价格形成机制改革的重要方向,兼顾发展农作物收入保险和产量保险,以发展农产品期货市场作为发展农产品收入保险的基础。The U.S. historical change of agricultural development environment and policy prompted the emergence of its crop revenue insurance programs. The creation of the current operation system and the increase in the coverage level of the U.S. crop insurance programs were the necessary conditions for the U.S. crop revenue insurance programs. In addition, Canadian failure experience of the gross revenue insurance program（GRIP）also affected the practice of the U.S. crop revenue insurance. The premium amount and coverage acreage of the U.S. crop revenue insurance has dominated the U.S. crop insurance programs, yet the number of crops covered by the U.S. crop revenue insurance was much less than the crop yield insurance. In the future, China should take crop revenue insurance as the important method to push the reform of the price forming mechanism of agricultural products, develop crop yield and revenue insurance simultaneously and develop agricultural products futures market as the foundation of developing crop revenue insurance.
