摘　　要：习近平同志在党的十九大报告指出,必须树立和践行"绿水青山就是金山银山"的理念,为加快生态文明体制改革、推进绿色发展、建设美丽中国做出了战略部署。塞罕坝"从一棵树到一片林海"绿色奇迹,始终贯穿了"牢记使命、艰苦创业",让沙漠变绿洲,绿水青山变成金山银山的一种力量和担当。论文旨从习近平同志的"两山"理论完整体系的确立,结合塞罕坝绿色发展实践,学习贯彻十九大精神,探索新时代生态文明建设的有效路径。In the report of the 19 th National Congress of the Communist Party of China, comrade Xi Jinping pointed out that we must set up and practice the idea of ＂lucid waters and lush mountains are invaluable assets＂, and the strategic deployment was made for speeding up the reform of ecological civilization system, promoting the green development, and building a beautiful China. The green wonder of ＂from a tree to a forest＂in Saihanba has always run through the concept of ＂keeping the mission firmly in mind, working hard to start a business＂, and a kind of strength and responsibility of turning desert into oasis, lucid waters and lush mountains into invaluable assets. From the establishment of the complete system of the ＂two mountains＂ theory of comrade Xi Jinping, combined with the practice of green development of Saihanba, and study of the spirit of the19 th National Congress of the Communist Party of China, the effective path of ecological civilization construction in the new era is explored.
