The Resolution to the Social Contradictions at grass-root level by Rule of Law: Problems and Suggestions——Taking D District in P City as an Example

摘　　要：通过实地走访调查发现,P市D区基层社会矛盾化解存在调解工作政策保障不足、信访工作需要创新、稳评尚不规范等问题,并相应提出加强调解工作政策保障、强化律师在调解中的作用、推行访调对接、提高稳评质量、加快调解大数据建设等建议。Visits and researches in D district of P city have found such problems in the resolution to social contradictions at grass-root level as lack of policy guarantee for people＇s mediation, innovation request in petition through letters and visits, normalizationcy in social security risk assessment. And corresponding suggestions like enhancing policy guarantee for people＇s mediation and lawyers＇ participating in mediation, running the connection system of petition through letters and visits with mediation, improving the quality of social security risk assessment as well as building-up big data of mediation are put forward.
