摘　　要：当前,特色小镇和电子商务都迎来了黄金发展机遇期,两者并不是平行发展的产业,而是存在着诸多方面的交集和共性。通过对山东省特色小镇的建设现状与发展思路的调研与分析,正视山东省经济结构转化偏软和动力转换乏力的现实难题,紧扣山东省产业优势与资源禀赋的特色,有针对性地提出"一核、三根、四线"的电商特色小镇规划建设思路,以培育产业链作为电商特色小镇持续生命力的核心,以区域品牌打造、特色化建设与人才的引培三条根基作为电商特色小镇茁壮成长的支撑,以O2O的融合、传承人文、城镇化推进与走出去四条发展线作为电商特色小镇弯道取直的抓手,实现先进生产要素和经济动力的有效对接,打造特色小镇的"山东升级版"样本,探索山东省小城镇建设中新旧动能转化的新途径。Nowadays,characteristic small towns and e-commerce have ushered in the golden development opportunity period. They are not industries that develop in parallel,but there are many aspects of intersection and commonness.Through the investigation and analysis of the present situation and development plan of the characteristic small towns in Shandong province,facing the realistic problem of the weak transformation of the economic structure and power conversion in Shandong province,the article puts forward the idea of ＂ one core,three roots,four lines＂ for the electric-commercial town planning and construction,which is closely related to the characteristics of Shandong province＇s industrial advantage and resource endowment. The purpose is to cultivate the industrial chain as the core of the sustainable vitality of the e-commerce characteristics of small towns,use regional brand building,the characteristic construction as well as talent introduction training as three roots to support the thriving development of e-commerce characteristic small towns,use the fusion of O2 O,the inheritance humanities,the urbanization advancement and reach out as the four development line to transform curved path to straight lane for e-commerce characteristic small towns. As such,the effective docking of the advanced production factors and economic impetus could be achieved,which is a key to create a sample of ＂ upgraded version of e-commerce characteristic small towns in Shandong ＂,and to explore a new path to transform the new and old kinetic energy in the construction of these towns.
