摘　　要：文章通过翔实的数据,梳理了贵州省近年来基础设施投融资PPP模式发展的背景沿革,贵州省PPP推进工作优于全国平均水平,表现在项目覆盖领域、项目落地数量及入选国家示范项目的比例都排名前列。文章以贵州省PPP基金为例,剖析了PPP基金的运作结构及特点。并结合当下基础设施投融资PPP模式发展中的问题,提出应从政府、企业、金融机构多方入手防范PPP项目泛化异化;争取中央PPP项目奖补政策,吸引国际资本,多渠道充实贵州基础设施发展资金;建设PPP项目综合信息平台,培育第三方机构,有效降低PPP项目的信息不对称性问题。Through detailed data,the paper sorted out the background of the development of the PPP model for infrastructure investment and financing in Guizhou Province in recent years. The PPP promotion work in Guizhou Province is superior to the national average. It is reflected in the coverage of the project,the number of projects landed,and the proportion of national demonstration projects selected. Are ranked in the top. Taking the Guizhou Province PPP fund as an example,the paper analyzes the structure and characteristics of PPP funds. Combined with the current problems in the development of infrastructure investment and financing PPP model,it is proposed that governments,enterprises and financial institutions should start from various parties to prevent the generalization and alienation of PPP projects,strive for central PPP project awards,attract international capital,and enrich the infrastructure development in Guizhou through multiple channels. In addition,effort should also be given to build a comprehensive information platform for PPP projects,and nurture third-party institutions to effectively reduce information asymmetries of PPP projects.
