摘　　要：在环境公共治理模式下,公众参与业已成为环境治理体系的有机组成且参与形式日益多样化,但学界很少将多种公众参与实践置于统一框架进行整合分析。本文基于冲突性与治理嵌入性两个维度构建我国环境领域公众参与模式的整体性分析框架,并结合具体案例从形成机理与表现形式、政府行动逻辑与原因,以及参与效果分析三个方面分别对四种公众参与模式展开分析,研究发现协作型公众参与模式是未来提升我国环境领域公众参与有效性的可能路径。Affected by the environmental public governance model,public participation has become an organic component of the environmental governance system and the forms of participation are increasingly diversified. However,there have been few studies that have put a variety of public participation practices into a unified framework for integrated analysis. Based on the two dimensions of conflict and governance embeddedness,we construct a holistic analytical framework to explore the environmental public participation models in China. Based on specific cases,we analyze four public participation models according to the three aspects of formation mechanism,government action logic and participation effect. It has been found that the collaborative public participation model is a possible way to increase environmental public participation effectiveness in the future.
