摘 要:移民搬迁是蓄滞洪区发展和居民生活安定的必然选择,搬迁意愿作为居民对蓄滞洪区移民迁建工作的一种主观态度,体现了移民的真实需求,关系着工程能否顺利推进及政策效果的优劣。利用城西湖蓄洪区465个待迁居民调查数据,采用Logistic回归模型分析居民搬迁意愿的影响因素。结果表明:户主外出打工经历、家庭规模、有无学龄子女、搬迁补贴的合理性和安置地区位等因素对居民搬迁意愿存在正向影响,而现有住房满意度、安置地基础设施、耕种距离等因素对居民搬迁意愿存在负向影响。其中,搬迁补贴是否合理和安置点的区位选择是关键影响因素。政府应制定合理的搬迁补贴标准,尽量选择经济发达、交通便利的城镇郊区或较大集镇作为安置地,加强移民的就业技能培训,以加快推进居民迁建工程的顺利进行。Migration relocation is the inevitable choice of the development of flood storage area and the stability of residents' living. Relocation willingness as a kind of subjective attitude to resettlement work of area, refletes the real needs of migrants. This is related to the smooth progress of the project and the effectiveness of the policy. Based on the field survey data of 465 residents in Chengxihu flood storage area, the influencing factors of migration willingness of residents were analyzed by Logistic regression model. The results show that working experience of householder, family size, whether there are school-age children, rationality of relocation allowance and location choice of resettlement sites have positive impacts on relocation willingness, and existing housing satisfaction, settlement infrastructure, and farming distance have negative impacts on relocation willingness. Among them, rationality of relocation allowance and location choice of resettlement sites are the key factors. The government should formulate reasonable relocation subsidy standards, give full consideration to the views of the residents to be relocated, and strengthen employment skills training for migrants, in order to accelerate the residents' relocation project smoothly.
