民生工程决策过程中的民主化缺失问题——以哈依煤气工程为例的个案研究

摘　　要：作为哈尔滨历史上最大的民生工程之一,哈尔滨–依兰煤气工程由于在经济效益和总体社会效益方面存在较大问题,某种程度上可被定位成一项失败的民生工程。本文通过文献分析法对哈尔滨–依兰煤气工程的失败进行研究,并发现该项工程在决策过程中存在民主化缺失问题,并从专家论证、政府内部决策、媒体监督和公民权利四个角度切入,对哈尔滨–依兰煤气工程持续决策过程中民主化缺失及原因进行分析。最后以社会学视角对该工程的失败进行反思,对民生工程决策过程中如何有效实践民主化提出建议。As one of the largest civil projects in the history of Harbin, Harbin-Yilan Gas Project is considered failed because of the serious defects in view of economic and social benefits. Documentary analysis is applied to study on the failure of this project, and an issue of deficiency of democratization during decision process is discovered. The characteristics of deficiency of democratization are analyzed from four aspects： expert consideration, decision within government, media supervision and civil rights. The related causes are discussed form three aspects as historical limitation, will of the officialdom, and policy defects. A self-examination is taken from the perspective of sociology, and three theoretical suggestions is provided finally.
