摘  要:随着我国经济发展进入新常态,以及生态文明建设、绿色发展理念的不断加强,工业转型升级和结构优化调整的需求日益迫切,对不同行业的工业用地效益"净值"进行正确判断是实现这一目标的重要前提。论文引入工业用地绿色效益概念,利用污染治理成本法等方法,构建了工业用地绿色效益核算计量模型,并以江苏省为例,对2013年江苏省各工业行业用地的绿色效益进行核算,揭示了行业间工业用地绿色效益的差异及其特征。结果表明:(1)江苏各行业用地的绿色效益均为正,总体呈现"金字塔型"分布模式且差异显著,27类行业中绿色效益数值低于平均值的行业有16类,而数值是平均值1.5倍及以上的行业仅有3类。仪器仪表、计算机等行业用地的绿色效益较高;而化工、纺织等江苏传统产业用地的绿色效益较低。(2)地均利税总额和地均员工工资收入对绿色效益的影响较大;地均环境污染治理总费用对绿色效益有一定影响,地均环境污染治理总费用超过平均值的行业占比为40.74%。(3)地均环境污染治理总费用总体呈现轻工业高于重工业的特点,其中,地均COD治理费用最高,接近地均环境污染治理总费用的80%。(4)各行业用地的绿色效益与各行业的规模以上工业总产值无相关性;与地均工业总产值高度正相关,但农副食品加工业等部分地均工业总产值大的行业其用地绿色效益较低。最后,分析目前研究存在的不足,为促进江苏工业绿色发展提出相关建议,包括制定分行业用地管理政策、优化结构,科学修订用地标准、严格供地准入门槛,强化企业污染预处理、实现生态型工业生产等。Along with China s economic development entering into a period of new normal, the construction of ecological civilization and the concept of green development have been continuously strengthened. There is an increase in the demand for industrial transformation and upgrading, as well as structural optimization. So it is an important precondition to make correct judgment on the net value of industrial land use in various industries. The paper introduces the concept of green benefits of industrial land. It builds the green benefits accounting measurement model of industrial land on the basis of pollution abatement cost method. Taking Jiangsu Province as an example, this paper calculates the green benefits of various industrial sectors in 2013, which reveals the characteristics of the green benefits of the selected industrial sectors and the differences among them. The results indicate that: ①the green benefits of different industrial sectors in Jiangsu were all positive, exhibiting a unique ‘pyramid type’ distribution pattern with obviously significant difference. There are 16 types of industries, out of 27 whose values are lower than the average value, while the values in only 3 types of industries are 1.5 times of the average value or above. Among these industries, the green benefits of the instrument manufacturing industry and the computer manufacturing industry are higher than other industries, while the green benefits of the traditional industries, such as the chemical industry and the textile industry, are relatively low. ② The total pre-tax profits per hectare and the total wages of employees per hectare have a significant impact on the green benefits. The total cost of environmental pollution control has a minor impact on the green benefits, and the industries with values above average account for 40.74%. ③The total cost of environmental pollution control in light industry is higher than that of heavy industry.
