摘　　要：当代中国的改革始于农村,发端于农民的伟大创造。中国共产党改革开放的基本国策是惠及全体人民的战略抉择,是推动中国发展的根本动力。改革开放40年来,中国共产党始终坚持以人民为中心的发展思想,颁布实施了一系列强化农业、惠及农村、富裕农民的方针政策。党的十九大报告提出的"实施乡村振兴战略"为"农业强、农村美、农民富"以及"全体人民共同富裕"伟大目标的实现夯实了政策基础。20个中央一号文件见证了以农村改革为主要内容的强农惠农富农政策的发展从开启新征程、推进新发展到实现新跨越的三次飞跃。The reform of contemporary China began in the rural areas and originated from the great creation of the peasants. The CPC’s basic state policy of reform and opening-up is a strategic choice that benefits all the people. It is the fundamental driving force for China’s development. Over the past 40 years of reform and opening-up,the Communist Party of China has always adhered to the thought of people-oriented development,and has promulgated a series of policies to strengthen agriculture,benefit countryside and enrich peasantry. The report by the 19 th central committee of the CPC points out ＂ implementing rural revitalization strategy＂,which has laid a solid foundation to realize the great goals of ＂ strong agriculture,beautiful countryside,and rich peasantry＂,and ＂ the common prosperity of all people＂. As the main content of the rural reform,the 20 ＂ NO.1 Files＂ have witnessed three leaps of the policies development which include the opening of the new journey,the promotion of the new development and the realization of the new span.
