政府突发事件信息传播的话语噪音及意义构建

摘　　要：自媒体语境下,公众的批判性、非理性以及话语失控等新的公共话语范式,给政府突发事件信息传播及有效的舆情引导带来诸多噪音干扰。作为政府信息最外显、最关键的传播载体,政府话语所体现的噪音干扰主要表现为信息显性的话语符号冗余与隐性的传播意义阻塞。因此,各级政府要增强突发事件信息传播效果,一方面,要树立话语责任,提升官民良性沟通关系认知,有意识控制政府话语的冗余传递,避免突发情境下政府信息传播的误读损耗;另一方面,要善于构建官民话语共通的意义空间,不断扩大官民信息交流的话语公约数,重视政府信息传播中的"共情",进而提升政府突发事件信息传播的话语引导力、公信力和影响力。In the context of ＂ We media＂,a new public discourse paradigm,including the critical irrationality of the public,and uncontrollability of the discourse,poses various noise interference to the government’s communication of emergent events and the effective guidance of public opinions. As the most critical communication carrier of government information,government discourse is interfered mainly due to explicit redundancy of discourse symbols and implicit obstruction of effectiveness of communication. Therefore,governments should strengthen the effect of information dissemination of emergency. On one aspect,the government should set up the discourse responsibility,recognize the significance of benign communication between officials and the public,control the redundant transmission of government discourse and avoid misunderstanding of the government information transmitted; on the other aspect,the government should be committed to constructing the meaningfulness of communication between the government and the public,constantly expanding information exchange between officials and the public,stressing ＂ empathy＂ in the communication of government information,and thus promoting guidance,credibility and influence of the government discourse in the communication of emergent events.
