摘 要:通过相关数据的测算分析,简评了2010年乡镇卫生院启动以"核定收支"为主体的补偿制度、以"编制管理"为主体的人事制度、以"零差率、集中招标、药品目录"为主体的基本药物制度、以"绩效工资"为主体的薪酬制度的运行效果。结果显示,乡镇卫生院公益性明显增强,但活力不足、效率不高也是不争的事实。可见,以问题为导向,对政策进行卓有成效的调整,是我国乡镇卫生院机制建设面临的紧迫使命。Through the calculation and analysis of relevant data, this paper briefly commented on the operation effect of the compensation system of township hospitals with ’the approved income and expenditure’ as the main body, the personnel system with ’establishment management’ as the main body, the basic drug system with ’zero difference rate, centralized bidding, drug list’ as the main body, and the salary system with ’performance salary’ as the main body. The results showed that the public welfare of township hospitals is obviously enhanced, but the vitality and efficiency are still low. Therefore, it is an urgent task for the mechanism construction of township hospitals to make a highly effective adjustment of policy in a problem-oriented way.
