Evaluation on the Efficiency of China's Marine Science and Technology Policy Based on the CCR and BBC models

摘  要:利用CCR与BBC模型,借助2014年《中国海洋科技统计年鉴》,研究了沿海11个省份科技投入效率问题。经过研究发现,福建、辽宁、上海和天津的海洋科技经济效率值没有位于前沿面上,其他沿海各省份均位于前沿面上,且规模经济报酬不变;在没有位于前沿面上的四省份中,辽宁规模报酬递增,其他三省份规模报酬递减;辽宁海洋科技投入指标方面冗余率相对较高,且产出不足率较低;改善海洋科技投入和产出率后,在地区生产总值的改善方面,天津和上海具有50%以上的空间。最后,结合沿海各地区的投入冗余和产出不足情况,提出改进措施和建议。With the data from Marine Science and Technology Statistical Yearbook in China 2014, the CCR and BBC models are used to study the 11 coastal provinces in terms of science and technology investment efficiency. Through the study, it is found that the marine sci-tech economic efficiency value of Fujian, Liaoning, Shanghai and Tianjin is not located at the front surface, in contrast to that of all other coastal provinces that are located at the front surface, with the rewards of scale economies unchanged. In the four provinces not in the front surface, the scale reward of Liaoning Province is increasing, with the other three provinces having diminishing returns. As for the marine science and technology input in Liaoning Province, the indicator redundancy rate is relatively higher, and its insufficient output rate is lower. After improving the marine sci-tech input and output rates, it is discovered that Tianjin and Shanghai have more than 50% of the space in terms of improvement in their regional GDP. Combining with the input redundancy and some measures and suggestions for enhancement. output deficiency in coastal regions, this paper puts forward.
