京津冀产业协同水平测度及分析

摘　　要：产业协同是区域协同的重要载体和实体支撑,区域协同的本质是产业协同,区域竞争实力的增强有赖于产业协同水平的提高,产业协同的深度和广度在很大程度上决定着区域协同的进程。产业协同是一个由多元要素构成的复杂开放系统。而作为一个开放、包容的系统,产业协同的程度和水平必然会受到诸多因素的影响,具体而言,主要包括协同空间、协同成本、协同能力、协同制度、协同创新五个方面。围绕上述五个方面选择相关指标构建产业协同指标体系和模型,测算京津冀地区产业协同进程可以发现,京津冀协同发展战略对三地产业协同发展具有十分深远的影响。其中,北京具有最广阔的协同空间、最强大的协同能力、最优良的制度环境、最先进的协同创新水平,在京津冀产业协同中扮演着举足轻重的角色,直接决定着三地的协同进程;天津具有良好的协同空间、协同能力、协同制度和协同创新,是京津冀产业协同发展中承上启下、承前启后的中坚力量;河北具有最狭小的协同空间、薄弱的协同能力、欠佳的协同制度、最低的协同创新水平,但同时也具有最低的协同成本、增幅最大的协同能力和协同创新水平,尽管目前在京津冀产业协同发展中比较落后,但仍有进一步赶超和发展的基础和机会。Industrial coordillation is tile important cartier and physical support for regional coordination; tile essence of regional coordination is industrial coordination; tile enhance of regional competitive strength will depend on die improvement of industrial coordination; and tile depth and width of industrial coordination will deterlifne tile process of regional coordination. hldustfial coordination is die colnplex, open and inclusive system, which will be influenced by many factors in such five aspects as coordillation space, cost, capability, system and innovation. The coordillative developnlent strategy tlas profound inrpact on tile industrial coordinative development ill this region. Beijing has tile broadest coordination space, tile strongest coordination capability, tile best institutional environment, and tile inost advanced coordinative innovation level, so it play-s tile inost ilnportant role ill industrial coorclillaffon in Beijing-Tianjin-Hebei region, which directly determines tile coordination process in tiffs region. Tianjin has sound coordination space, capability, systeln and innovation, so it is tile ilnportant strength to connect between tile preceding and tile following and between tile past and tile liltttre in industrial coordillation in tiffs region. Hebei has tile most narrow coordination space, tile weakest coordination capability, not better coordillation system, and tile lowest level of coordinative innovation; besides, it also has tile lowest coordination cost, the greatest potential to improve ill terms of coordination capability and innovation; though tile position of Hebei in industrial coordination in tiffs region is low, there is still more basis and oppormtunity for Hebei to surpass and develop.
