摘　　要：以性别意义上女子解放为旨趣的北洋女子公学属于清末新政的产物,而新政整体框架亦成衡量办学效果的标杆。北洋女子公学筹办关联报界、政界,涉及以袁世凯为核心的北洋军政利益集团与《大公报》主持人英敛之、《日日新闻报》主持人方药雨等地方绅士的两派对决。北洋女子公学筹办过程多有反覆,人事复杂,纠纷甚多。表面看是报人英敛之、吕碧城的情感离合,背后则是以袁世凯为核心的北洋集团筹办女学的政治意图,特别是北洋集团在教育领域的权力及其资源的分配。新政语境中北洋模式呈现的是传统性、现代性并置的混杂局面,亦涉及幕府转向军政利益集团过程中刷新"开明"形象的社会转型及其趋向。Beiyang Girls＇ Public School,whose purport was the liberation of women in the gender sense,was a product of the New Deal in the late Qing dynasty.Thus,the overall framework of the New Deal became the benchmark of Beiyang Girls＇ Public School＇s educational effect.The preparation and establishment of Beiyang Girls＇ Public School concerned both the political and the journalistic circles.It touched on the confrontation between the Beiyang military and political interest group with Yuan Shikai as its core and the local gentry such as Ying Lianzhi,the host of＂Ta Kung Pao＂,and Fang Yaoyu,the host of ＂The Daily News＂.The preparation process of Beiyang Girls＇ Public School had many setbacks.It involved complicated personnel relations and numerous disputes.On the surface was the emotional entanglement between reporters Ying Lianzhi and Lv Bicheng.Hiding behind it was the political intention of the Beiyang Group to establish girls＇ school,especially the Group＇s authority in the field of education as well as the allocation of educational resources.In the context of the New Deal,the Beiyang mode displayed the confounding phenomenon of the coexistence of modernity and tradition.It reflected the military and political interest group＇s commitment to taking on the liberal image during the time of political and social transformation.
