摘　　要：在总结现有相关研究的基础上,从产品供给和需求两个方面对环境规制的就业效应进行理论分析,并利用中国2000~2015年省际面板数据,分别选用环境规制、产业结构和技术创新作为门槛变量对环境规制的就业影响进行了实证分析。结果显示：环境规制对就业的影响呈现复杂的非线性关系,环境规制本身、产业结构和技术创新均有显著的门槛效应;环境规制对就业的影响具有区域异质性,在全国层面经历了从不利影响到有利影响的变化,而东部地区环境规制的提高更加倾向于促进就业,中西部地区则表现为对就业的抑制作用;中西部地区可以通过加强技术创新实现环境规制对就业的促进作用。Based on the existing researches,this paper makes a theoretical analysis on the employment effect of environmental regulation from the perspective of products＇ supply and demand,and uses Chinese 30 provinces panel data during the period of 2000 to 2015 selecting environmental regulation,industrial structure and technological innovation as threshold variables to make an empirical analysis on the impact of environmental regulation. The results show that： The impact of environmental regulation on employment presents a complex nonlinear relationship,and environmental regulation,industrial structure and technological innovation all have a significant threshold effect; Different performances are shown by environmental regulation that experiences changes from negative effects to positive effects in the national level on the regional effects of employment; the improvement of environmental regulation in the eastern region is more likely to promote employment,while there is an inhibitory effect in central and western regions. The central and western regions can realize the promotion of environmental regulation on employment by improving technological innovation.
