摘　　要：【目的/意义】科学规范的评议机制是保证学术论文评价公平性和公正性的必要保证,同行评议是对科学研究活动及其成果进行科学评价的主要方式之一,目前的同行评议是基于中心化的评议机制,导致学术论文评价出现作弊现象。【方法/过程】在信息生态系统理论的指导下,对现有的评议信息生态系统进行系统分析,设计了去中心化学术论文评议信息生态系统。【结果/结论】通过对比研究发现去中心化的评议信息生态系统能有效的解决目前通用的评议信息生态系统信息失衡问题,有效改进学术论文评议的时效性、合规性、安全性、公正性和有效性等问题,为评议信息生态系统优化提供了新的思路和方法。【Purpose/significance】The scientific standard evaluation mechanism is a necessary guarantee to ensure the fair-ness of the evaluation of scientific and technological output. Peer review is one of the main ways of scientific evaluation ofscientific and technological activities and their outputs. The current academic review is based on the central evaluationmechanism, leading to cheating in the evaluation of scientific and technological output.【Method/process】Under the guid-ance of the theory of information ecosystem, this paper makes a systematic analysis of the existing appraisal information eco-system, and designs a decentralized academic paper to evaluate the information ecosystem.【Results/conclusion】Throughcomparative study, it is found that the decentralized evaluation information ecosystem can effectively solve the problem ofinformation imbalance in the current general evaluation information ecosystem, and effectively improve the timeliness, com-pliance and security of the evaluation of academic papers. Fairness and effectiveness provide new ideas and methods forevaluating the optimization of information ecosystem.
