摘　　要：医院法律顾问制度是提升医院法治化水平的重要途径,自上而下的立法或政策推动是医院法律顾问制度顺利推进的重要制度保障。在对比分析内部法律顾问与外部法律顾问优缺点的基础上,从科学合理设定公立医院法律顾问人员资质标准、明确公立医院法律顾问承担的主要职责、明确外聘法律顾问的权利义务、建立公立医院法律顾问考核评价制度等方面,为建立国内公立医院法律顾问制度提出建议。Hospital legal counsel system is an important way on promoting law based governing hospital and legal or policy making is the important institutional security on hospital legal counsel system. Based on the analysis on the pros and cons of internal legal counsel and external legal counsel, suggestions which can be described as access regulation, roles and responsibilities of internal legal counsel, the rights and duties of external legal counsel, assess system of hospital legal system are presented.
