摘　　要：目的:基于政策工具分析并探讨国内社会办医政策内容,为社会办医政策的制定提供科学依据。方法:运用政策工具和内容分析法对国内社会办医政策进行筛选与整理,对政策内容进行定义分析及双人编码,并开展定量分析。结果:共收集44篇政策文献,根据政策特点对社会办医政策划分为4个阶段,基于供给型、需求型、环境型工具对504条分析单元进行编码。其中供给型工具有188条(37.30%)、需求型工具有80条(15.87%)、环境型工具236条(46.83%),分析3种政策工具内部各二级类目在不同阶段的使用情况及特点。结论:社会办医政策需重视土地、人才等公共服务的支持以增加供给,加强整体需求型政策工具的使用,注重环境型政策工具内部各个工具间均衡使用并更新优惠政策。Objectives： To analyze the status quo of the policy of private capital investment on hospital in China based on policy tools and to provide evidence on private capital investment on hospital policy making. Methods： Policy tools and content analysis method was used to screen and analyze the policy of private capital investment on hospital in China. The contents of policies were defined and coded by two persons independent and quantitative analysis was carried out. Results： A total of 44 policies were collected. According to the policy characteristics of the private capital investment on hospital policies and based on supply-oriented, demand-based, environmentbased, 504 analysis units were encoded. Among them, there are 188 supply-oriented tools（accounting for 37.30%）, 80 requirement-based tools（accounting for 15.87%） and 236 environment-related tools（accounting for 46.83%）. And we analyze the characteristics of the various secondary tools within the three policy tools at different stages. Conclusions： Private capital investment on hospital policies need to pay attention to the support of public services such as land and human resources to increase supply, to enhance the use of the needs-based policy tools and to lay emphasis on the balance and update the preferential policies among various tools within environmental policy tools.
