舟山江海联运服务中心发展建议——基于江海联运软环境分析

摘　　要：全球各国对环保要求越来越高,航运业也着力采用更加绿色的方式开展经营活动。长江中下游具有天然优势,适合进行江海联运服务,但多年来该业务却进展缓慢。本文针对江海联运服务的软环境进行分析,对比国外江海联运发展的先进经验剖析长江经济带江海联运的发展掣肘,分析目前在对外开放、法律、监管方式、管理体制等方面存在的问题,提出应抓住当前江海联运快速发展窗口期,从扩大开放、推进长江经济带一体化、构建信息平台、完善法律制度等方面着手,逐步完善江海联运服务环境。As demands for environmental protection have increased globally, so the shipping industry should be also focusing on business in a greener way. The middle and lower reaches of the Yangtze River enjoy natural advantages of taking river-and-sea coordinated transport services, but the progress of its business has been slow for years. This paper analyzes the soft environment of riverand-sea coordinated transport services. Making a contrast with the advanced experience of foreign river-and-sea coordinated transport development and dissecting obstacles of river-and-sea coordinated transport development of Yangtze River Economic Belt, this paper also analyzes the current problems in the aspects of opening up, laws, supervision methods, and management systems.. Furthermore, it proposes to seize the rapid development window of river-and-sea coordinated transport, suggesting that the service environment of river and sea coordinated transport should be gradually improved from the aspects of expanding opening up, promoting the integration of the Yangtze River Economic Belt, so as to build an information platform for the improvement of the legal system.
