摘　　要：试图超越"政研学"合作理论和知识生产扩散模式,构建"高校—高校智库—政府"三螺旋模式理论解释和分析高校社会科学成果转化决策咨询系统。高校社会科学成果转化决策咨询是由高校、高校智库和政府三主体构成的三螺旋模式有机系统,三螺旋模式具有组织独立与共融、能量与物质循环、演化的优化与提升特征和依存协同、合作竞争、互惠共赢等效应。当前还存在较多影响"高校—高校智库—政府"三螺旋模式发挥效能的因素和障碍,需要在新型治理机制、充分竞争市场体系、高校智库的研究能力和质量水平等方面发力。This paper attempts to transcend the cooperation theory of＂politics and research＂and the mode of knowledge production diffusion,and to construct a three helix model of＂University-University Think Tank-Government＂,explain and analyze the decision consultation on transformation of social science achievements in colleges and universities. Decision consultation on transformation of social science achievements is a three spiral organic system,which is made up of three main parts——University,University think tank and government. The three helix model has the effects of organizational independence and communion,circulation of energy and material,optimization of evolution and upgrade characteristics,interdependent collaboration,cooperation and competition and mutual benefit. At present,there are many factors and obstacles that affect the efficiency of the three helix model of ＂University-University Think Tank-Government＂. It is necessary to force the new governance mechanism,the fully competitive market system,the research capability and quality level of university think tanks.
