失业保险制度机制设计的国际比较与启示

摘　　要：失业保险有助于向失业者提供生活保障并促进再就业,但失业保险制度的机制设计将对其作用的发挥带来直接、重要的影响。近年来,失业保险制度的机制设计改革主要体现为以下国际趋势和改革启示:一、进一步扩大失业保险的覆盖范围;二、丰富失业基金的支持项目以更好地发挥失业保险促就业、防失业的职能;三、综合考虑受益人多方面个性化的因素以确定失业保险的受益水平;四、实现与其他社会保险体系、社会救助体系的良好衔接;五、加强对就业困难群体的利益保护。以上启示对我国失业保险制度的立法完善和机制设计改革具有重要的借鉴作用。Unemployment insurance is helpful to guarantee life and promote reemployment for the un- employed, however, the mechanism design of the unemployment insurance system will have direct and im- portant impact on the role of unemployment insurance. From the international comparison of mechanism design of unemployment insurance system we can obtain the following enlightenments： 1 ） to further expand the coverage of unemployment insurance; 2）to enrich the spending programs of unemployment insurance fund and better play the role of unemployment insurance in employment promotion and unemployment prevention ;3 ） to consider beneficiary multifaceted personalized factors to define the level of unemployment benefit; 4） to achieve good convergence with other social security system and social assistance; 5 ）to strengthen the interests protection for the disadvantaged. The above enlightenments have important refer- ence to the legislation perfection and the mechanism design reform of China＇ s unemployment insurance systern.
