善治视野下公共行政发展脉络的新框架解读——一种基于时间序列破解零散与矛盾的有效方法

摘　　要：公共行政学科知识的零散与矛盾是学人迷思的难题,源自于公共行政价值多元性与公共行政实践复杂性。要回答并解决这个问题必须回到学说史,因为除了方法论,学说史是衡量一门学科成熟与否的重要标准。在前辈珠玉的启发下,我们提出一个基于时间序列的新框架,即为"五大维度+六大时期"。五大维度是背景坐标、人性假设、内涵隐喻、组织形态、目的导向;六大时期则根据尼古拉斯·亨利提出的"焦点"(focus)和"面向"(locus)坐标,对目前通行的标准进行了适切性改进。具体解释为:背景坐标维度下公共行政经历了从现代到后现代的时空格局转变;人性假设维度下经历了从经济人到行政人的设问前提转变;内涵隐喻维度下经历了从统治到治理的政府角色转变;组织形态维度下经历了从科层到网络的组织结构转变;目的导向维度下经历了从内部效率到外部功能的发展动力转变。维度与时期之间顺序不同、相互交叉,共同诠释公共行政实践。这个新框架为明确公共行政的基本主题提供了新思路,为把握公共行政的发展轨迹指明了新方向,为推进新时代治国理政提供了新视角。Fragmentation and contradiction in the knowledge of public administration are the scholars＇ puzzle,resulting from the diversity of public administration（ PA） values and the complexity of the practice of public administration. To answer and solve this problem,we are required go back to the PA＇s history. Inspired by some distinguished professors of PA,we propose a new framework based on time series,namely＂five dimensions add six periods＂. The five dimensions are background coordinate,humanity hypothesis,connotation metaphor,organization form,and purpose orientation. The six major periods are adaptability improvements based on the＂focus＂and＂locus＂proposed by Nicholas Henry. The specific explanations are as follows： PA has experienced a change from the modern to the post-modern in the background of coordinating dimension; it has experienced the hypothesis change from the economic to the administrative person under the human hypothesis dimension; the connotation metaphor has experienced the change from government to governance; the organizational structure has undergone a change from the bureaucracy to the network; the goal-oriented dimension has undergone a shift from the internal efficiency to the external function. There are differences between dimensions and times,but they interpret the practice of public administration together very strong. This new framework is to clarify the basic themes of PA. It points out new directions the development track of PA,and provides a new perspective for advancing the governance of the new era.
