摘　　要：中国共产党作为执政党,其政治担当品质与基层执政能力优化有着辩证统一的关系。新乡先进群体在长期的实践中,以高尚而自觉的政治担当品质为基石,锻炼出植根乡土的基层执政智慧与执政能力。新乡先进群体在政治担当品质与基层执政能力优化的相辅相成中不断发展进步,为基层党建实践和理论创新做出巨大贡献。As the ruling party,the Chinese communist party has a dialectical and unified relationship between its political responsibility and the optimization of grass-roots governance capability. In the long term practice,the Advanced Group of Xinxiang takes the noble and conscious political responsibility as the cornerstone,and exercises the grass-roots ruling wisdom and the ability to govern the country. The Advanced Group of Xinxiang has made great contributions to the party construction practice and theoretical innovation at the grass-roots level.
