生态功能区生态补偿的调查与思考——以韶关市乳源县必背镇为例

摘　　要：生态功能区具有特定的生态调节功能,生态补偿机制的发展现状不足以让生态功能区发挥其重要的生态作用,存在着生态保护标准实行困难、生态建设资金严重缺乏、民众参与度不高、对生态补偿的支付意愿不强等问题。为此,应当运用市场调节的手段,使生态补偿市场化;生态补偿和生态产业相互扶持,形成良性循环;保障生态补偿基本资金,扩大其他资金来源;丰富生态保护宣传教育方式,提高民众意识等。Ecological function area has specific ecological regulation function, but the current state of development of ecological compensation mechanisms is not sufficient to allow ecological function areas to play their important ecological role. Problems like difficult implementation of ecological protection standards, serious lack of funds for ecological construction, low participation of people, and weak willingness to pay for ecological compensation, still exist. Therefore, the means of market regulation should be used to market ecological compensation. Ecological compensation and ecological industry support each other, forming a virtuous circle; to ensure basic funds for ecological compensation and expand other sources of funding sources; diversify the educational and publicity methods of ecological protection to raise public awareness.
