摘 要:目的构建新疆自治区级附设性医药研究所绩效评价指标体系。方法根据德尔菲法原理,对大学主管科技工作副校长2名,乌鲁木齐市三级甲等医院领导2名、科研管理人员4名、工作15年以上的临床专家11名进行问卷调查,调查内容包括专家基本情况、各指标相对重要性、专家权威程度。应用SPSS 17.0对调查问卷进行数据分析。结果两轮专家咨询平均积极系数为94.7%,专家对各级指标意见的权威系数均大于0.8,协调程度一致性较高,肯德尔和谐系数随咨询次数的增加而增大。经过德尔菲法两轮专家咨询,确定5个一级指标,28个二级指标的评价体系。结论新疆自治区级附设性医药研究所绩效评价指标体系有较好的科学性、客观性和可行性。Objective To construct the performance evaluation index system for autonomous region affiliated institutes of medicine in Xinjiang. Methods According to the Delphi method,a questionnaire survey was conducted among two vice presidents of universities in charge of scientific and technological affairs,and two leaders,four scientific research management personnel and eleven clinical experts with over-15-year working experience in tertiary hospitals in Urumqi. The investigation focused on the basic information of the respondents,the relative significance of each indicator,and the authoritativeness of the experts. SPSS 17. 0 was applied to analyze the data collected from the survey. Results The average positive coefficient of the two rounds of expert consultation was94. 7%. The authoritativeness coefficient of the experts' opinions on all indicators was over 0. 8. The consistency of coordination was high. The Kendall harmony coefficient increased with the increasing number of consultations.After two rounds of expert consultation by Delphi method,the evaluation system was set up with 5 first-level indicators and 28 second-level indicators. Conclusion The established performance evaluation index system for autonomous region affiliated institutes of medicine in Xinjiang had relatively satisfactory scientificity,objectivity and feasibility.
