新型智库建设视角下人文社会科学发展水平评价体系研究——以地方社会科学院为例

摘　　要：[目的/意义]中国特色新型智库建设的基础是人文社会科学的繁荣发展,地方社会科学院是中国特色新型智库建设的重要研究实体。因此,地方社会科学院应在新型智库建设的视角下,构建适合自身特征的人文社会科学发展水平评价体系。[方法/过程]依据《关于加强中国特色新型智库建设的意见》的要求,从三个方面构建了人文社会科学发展水平评价指标体系,采用了基于主客观组合赋权的评价方法和评价模型,进行了定量评价分析。[结果/结论]基于评价结果,揭示出了地方社会科学院在新型智库建设下人文社会科学发展的优势和劣势,并基于组合赋权方法得到的关键影响因素,提出了新型智库建设视角下优化人文社会科学发展水平的措施。[Purpose/Significance] The construction of new type of Chinese think tanks is the basis of humanities and social sciences development for the local academy of social science. Therefore the evaluation system of humanities and social sciences development from the angle of construction of new types of think tanks should be built. [Method/Process] This paper builds the evaluation index system from three aspects based on the requirement of the suggestions on strengthening the construction of a new type of think tank with Chinese characteristics. And the combination weighting methods are made to establish the comprehensive evaluation model of humanities and social sciences and determine the weights of the index system. [Result/Conclusion] According to the results of the analysis, we pointed out the shortages of the local academy of social sciences, and give some corresponding countermeasures and suggestions according to the key factors.
