传统“三高”行业在现代循环经济工业产业园区中的表现形式

摘　　要：用定义法的论证方法,学习理解当前政策、法规,以新疆拟规划建设的一个产业链耦合项目为案例,从循环经济发展角度,通过具体逻辑分析、统计消耗排放数据、连通产业相互耦合、对比物流运输等多维度,用实际运行数据与高排放、高污染、高能(水)耗进行逐一对比,论证该项目不是传统的"三高"项目,即是循环经济项目,并对"三高"项目的界定提出了建议。In this paper,use industrial chain coupling project which planned and constructed in Xinjiang as the case,understand current policies and regulations by the definition of method demonstration. Through multi-dimension indicators comparison of specific logical analysis, statistical consumption data,interconnected industries,and comparative logistics transportation,it was demonstrated that this project is not the traditional ＂high pollution,high emission,high energy consumption＂project,and is the green circular economy project. At the same time,the author put forward his own suggestions on the definition of the＂Three High＂project.
