“工业4.0”背景下政企合作模式述评与启示

摘　　要：我国希望通过"工业4.0",由"制造大国"向"制造强国"转变。在此战略背景下,政府负责战略导向,制定适合国家特色的工业战略"中国制造2025"。在此发展过程中,政府须发挥行政职能,为企业协调服务,横向扩展。企业作为经济活动的实践者,以不同形式迎接"工业4.0"战略,促进自身发展。企业一方面离不开政府的影响,另一方面需要主动寻求政府的支持。重点研究国内外政府和企业在"工业4.0"战略与发展上的规划及行动,思考政府治理和企业发展的需求,总结出一些经验和提出一些建议,将有助于提高政府的治理能力,提升企业发展动能,促进"工业4.0"下政企合作模式良性发展。China hopes to pass"Industry 4.0",From"manufacturing power"to"manufacturing power". Under this strategic background,the government is responsible for the strategic direction and formulates the industrial strategy" made in China 2025 ",which is suitable for national characteristics. In this development process,the government must exert the administrative function,coordinate the service for the enterprise,expand horizontally. Enterprises,as practitioners of economic activities,welcome the"industry 4.0"strategy in different forms to promote their own development. On the one hand,enterprises can not do without the influence of government,on the other hand,they need to seek government support. It is important to study the planning and action of the governments and enterprises at home and abroad on the strategy and development of"Industry 4.0",to think about the needs of government governance and enterprise development,to sum up some experiences and put forward some suggestions,which will help to improve the governance ability of the government. Enhance the kinetic energy of enterprise development and promote the benign development of government-enterprise cooperation mode under"industry 4.0".
