摘　　要：协商民主是社会主义民主的重要组成部分,是社会主义民主的本质体现。社区协商民主是社会主义协商民主的基础和前提,加强社区协商民主建设具有重要的理论和实践意义。社区协商民主作为基层协商民主的重要组成部分,对基层其他协商民主具有示范和推动作用。协商民主价值、功能、形式意义与"共建共治共享"的新时代社会治理格局具有高度一致性,二者互相影响、互相作用,共同推动社区协商民主的发展。实现社区协商民主治理,既需要客观环境也需要主观环境。加强社区协商民主的制度化、规范化、程序化建设,创新协商民主实践形式,是营造社区协商民主客观环境的基本组成部分。培养协商主体素质,提升社区协商民主意识,增强民主主体的协商理性沟通,是营造主观环境的基本组成部分。Deliberative democracy is an important part of socialist democracy and an essential manifestation of socialist democracy. Community deliberative democracy is the foundation and prerequisite for socialist deliberative democracy,the enhancement of which has important theoretical and practical significance. As an important part of grass-roots deliberative democracy,community deliberative democracy will play a demonstrating and promoting role to other grass-roots deliberative democracy. Its values,functions,and formal meanings are highly consistent with the social governance pattern of the new era characterized with ＂co-building,co-governance and sharing＂. These two have influenced and interacted with each other to jointly promote the development of community deliberative democracy. To achieve the community deliberative democratic governance requires both an objective environment and a subjective environment. Strengthening the institutionalization,standardization and routinization of social deliberative democracy and innovating the practice form of deliberative democracy are the basic components to create an objective environment for community deliberative democracy. Cultivating the quality of negotiation subject,promoting the awareness of community deliberative democracy,and strengthening the negotiation of rational communication on the part of democratic subjects are the basic components to create a subjective environment.
