摘　　要：考察改革开放40年来党政干部选用制度可以发现,干部知识化方针改变了干部队伍结构。高级干部是各级干部的风向标,高级干部的学历特征一定程度上代表着整个干部队伍学历变化方向。以近六届中央委员的学历变化为分析视角发现,"技术官僚"成为20世纪后期高级干部的主要特征。21世纪初期开始出现多学科背景的高级干部。随着新时代的到来,"文科思想型"高级干部逐渐兴起,并呈现高学历态势。通过近些年来查处的腐败问题不难发现,虚假学历现象客观存在。从根本上治理虚假学历是一项长久的系统工程,可以通过对官员读博加以限制并做到有效监督、完善干部选拔任用标准等具体操作层面进一步规范。Observing party and government cadres system within 40 years of reform and openingup,knowledge-based policy has changed the structure of cadres.High-level cadres are indicators of cadres at various levels.To some extent,education characteristics of high-level cadres represent the whole cadres＇ education change direction.From the perspective of changes in the educational structure of all the central committee members of the latest six terms,＂technocrat＂is the main characteristic of the high level cadres in the new period.With the development of economy and society,the high-level cadres of multidisciplinary background began to appear in the early years of the 21 st century.With the arrival of the new era,the cadres with＂humanistic and social science＂gradually rise,and appear with high-degree.Through the investigation of corruption in recent years,however,it is not hard to find that false record of formal schooling is widespread.Eliminating fake education degree fundamentally is a system project for a long time and can be speculated with specific operation standard to effectively supervise and improve the cadre election system.
