Economic Efficiency Evaluation of Science and Technology Innovation in Beijing-Tianjin-Hebei Region Based on Malmquist-TFP Model

摘  要:本文根据京津冀三地科技资源的分布以及产出,发现北京、天津、河北存在着明显的科技创新资源分布和创新能力的梯度差异;通过建立区域性科技创新评价指标,采用Malmquist-TFP模型评价了京津冀三地的科技创新效率,发现从总体上而言三地的全要素生产率呈现上升趋势;河北的全要素生产率增长率明显高于北京和天津;河北的技术规模效率最大;建议促使京津冀三地的科技投入要素的流动,逐渐转移至河北,可以有效地通过技术的规模效率等提高全要素生产率。Based on the distribution and output of scientific and technological resources in Beijing, Tianjin and Hebei, we find that there are obvious differences in the distribution of scientific and technological innovation resources and innovation ability in Beijing, Tianjin and Hebei. By establishing a regional evaluation index of technological innovation efficiency and using the Malmquist - TFP model evaluated the total factor productivity of science and technology innovation in Beijing,Tianjin and Hebei, and found that the total factor productivity of the three places showed an upward trend as a whole ; the growth rate of total factor productivity in Hebei was significantly higher than that of Beijing and Tianjin; the technical scale of Hebei the most efficient; the proposed transfer of science and technology input elements of Beijing, Tianjin and Hebei to gradually move to Hebei, can effectively improve the overall factor productivity through technology such as scale efficiency.
