摘　　要：全面深化改革必须不断提高城市治理能力,实现城市治理现代化。在社会利益多元化和公众维权意识日渐觉醒的背景下,城市治理必须要将社会共识纳入其中,将社会共识作为城市治理的依托和工具。城市治理与社会共识相依相生:社会共识是城市治理的根基,城市治理是社会共识的黏合剂;城市治理需要形成社会共识,社会共识有助于提升城市治理水平。在城镇化进程中,城市治理社会共识达成面临权力垄断、政商关系过密和市民精神不成熟等多方面的障碍。构筑城市治理社会共识的新路径需要城市治理各主体共同发力,从优化政府角色定位、构建新型政商关系、塑造现代市民精神等方面入手。In order to comprehensively deepen reforms,it is necessary to continuously improve urban governance capabilities and modernize urban governance.Under the background of the increasingly awakening of social interests and public awareness of rights protection,urban governance must incorporate social consensus and use social consensus as a support and tool for urban governance.Urban governance and social consensus accompany each other：social consensus is the foundation of urban governance,urban governance is the glue of social consensus;urban governance needs to form social consensus,and social consensus can contribute to urban governance.In the process of urbanization,urban governance social consensus faces many obstacles such as power monopoly,political and business relations and citizen spirit.Building a new path for urban governance and social consensus requires the joint efforts of urban governance agencies,starting with optimizing the role of government,establishing new types of political and business relations and shaping the spirit of modern citizens.
