以比特币为例对台湾金融科技产品监管的探究

摘　　要：本文参考海外监管沙盒制度,以区块链技术在比特币上的应用与发展为例,探讨台湾地区金融科技产品发展去中介化、去管制化问题。通过加强建构适应现代互联网金融产品动态监管机制,创新金融科技发展法制调和模式,包括设立专门的金融科技产品监管机构;设定沙盒准入条件和创新试验"安全区域";对创新试验计划涉及的机构和申请人免除相关行政责任等,提升金融服务效率、降低成本及保护金融消费者权益。By referring to the overseas Sandbox system,and taking application and development of Block Chain in bitcoin as an example, this paper explores the disintermediation and deregulation of financial technology products supervision. The legal harmony mode is developed by strengthening the construction of a dynamic regulatory mechanism to adapt to the modern Internet financial products, and innovating the financial science and technology. This includes the establishment of a special regulatory agency for financial technology products; setting up sandbox access conditions and innovating experimental safety zones; In addition, institutions and applicants are exempt from related administrative responsibilities. All these measures will improve the efficiency of financial services, reduce costs and protect the rights and interests of financial consumers.
