对口援藏的资源配置及其优化模式研究

摘　　要：受援地区的对口援藏资源配置是优化对口援助模式的必要步骤。援藏资源配置不是援助方随意配置,而是受中央对援藏目标指向所指引,不同时期,中央援藏重点有所侧重,最终向民生领域倾斜,向基层倾斜,向农牧民倾斜。这些指向均能够体现在援藏资源配置之中。作为一个援藏项目,鲁朗国际旅游小镇项目建设实现了优化配置,体现了援藏资源配置向民生、基层、农牧民倾斜的指向以及促进了受援地区的自我发展。It is necessary to optimize resources allocation of partner assisstance to Tibet in order to get better effect. How to allocate this kind of resources depends on the government＇s goal regarding partner assisstance to Tibe. From historical pespective, there have been different focuses during different period since 1994, it gradually tihes towards people＇s livelihood and the grass-roots level, to farmers and herdsmen, which is embodied in the allocation of resources of partner assisstance to Tibet. As a project of partner assisstance to Tibet, the project of Lurang International Tourist Town has been optimized, which embodies the allocation towards people＇s livelihood, the grass-roots level and the self development.
